I think what you are seeing is a combination of the rpm of the front wheel and the fps of the camera. This creates the illusion that the markings on the tire are moving at a different speed than the car. A similar to the strobe light used to time an engine. It can appear to move forward, backward or even stationary.
I had to see it twice. You can't not like the sound -and ride. Awesome
